A template can shorten visual exploration if its content model fits the business. Adapting a theme against its structure, replacing its mobile navigation and removing excessive plugins can consume the time supposedly saved. A freelancer can combine design and development with short feedback loops. An agency may offer parallel specialists, cover and formal account management. Neither structure guarantees quality. Ask who actually implements the work, who maintains it and who owns the domain, source code, design files and accounts.
